Established in honor of the late US Vice President Hubert H. Humphrey, the fellowship provides experienced Filipino professionals with a year of academic and professional enrichment in the United States. It aims to develop leaders who can provide a "multiplier effect" or a lasting, positive impact in their communities and industries.

What is the Humphrey Fellowship

It's a ten-month program of non-degree academic study and related professional experiences in the United States. Humphrey Fellows are selected based on their potential for leadership and their commitment to public service in either the public or the private sector.

The program allows for a mutual exchange of knowledge and understanding among Americans and other nationalities about issues of common concern in the US and the Fellows’ home countries. 

Thirteen major universities in the US host the program and are chosen for their excellence in the program’s designated fields of study. To date, more than 5,600 men and women have been honored as Humphrey Fellows since the program began in 1978. 

Program coverage

According to its website, the fellowship provides for tuition and fees, a monthly maintenance allowance, books and supplies, and round-trip international travel to the Fellow’s English language center, the host institution, and to Washington, DC. Supplementary funds are also available for professional activities.

  • Public and Economic Policy
  • Sustainable Lands
  • Public Health Policy and Management
  • Technology Policy and Management
Requirements and eligibility

Applicants are required to: 

  • Have a minimum of five years full-time professional experience
  • Philippine citizenship
  • English proficiency
  • A completed university degree program 
  • Good health to pursue fellowship in the US
  • Able to return to the Philippines immediately upon completion of study

Applicants are to accomplish:

  • Completed online application form
  • Official or certified transcript of records from all colleges/universities attended
  • Certified copy of diploma
  • Two letters of reference (forms are found on the online application)
