LTO revokes license of driver for using cellphone, uttering harsh comment while driving in viral video
The Land Transportation Office has revoked the license of the driver who was caught using his cellphone while driving to take a video of a road accident.
In a statement released Monday, Oct. 5, LTO said the driver was found to have violated the Anti-Distracted Driving Act.
"Binawi ng Land Transportation Office, sa pangunguna ni Assistant Secretary Markus V. Lacanilao, ang lisensya ng isang drayber matapos mapatunayang lumabag sa batas-trapiko dahil sa paggamit ng cellphone habang nagmamaneho upang kunan ng video ang isang insidente sa kalsada, kung saan narinig din ang hindi angkop nitong komento," the statement read.
In the viral video that the driver himself took and posted, and shared by 102.7 Star FM, he could be seen slowing down his vehicle to take a video of a road accident where the victim was on a stretcher. "Sir, ano, patay na patay?" he asked one of the policemen at the scene. When the policeman replied in the negative, the driver said, "Sayang, nako. Sayang, 'di pa namatay."
"Ang paggamit niya ng cellphone habang nagmamaneho at ang pagpapabagal ng takbo upang kumuha ng video ay nagdulot ng panganib sa kaligtasan ng drayber at ng iba pang motorista," the LTO statement continued.
The investigation also found that the driver has a previous record with the traffic enforcement department of a local government unit for committing a counterflow violation.
Because of this, the LTO determined he was an improper person to operate a motor vehicle. This was the basis of the revocation of the driver's license.
The driver has since voluntarily surrendered his license, while his vehicle was placed under alarm status, preventing the processing of any transactions involving it.
"Hindi biro ang isang insidenteng may nasaktan o nalagay sa panganib, kaya hindi dapat balewalain ang anumang kilos ng motorista na maaaring magdulot ng panganib sa kalsada," the LTO said.
"Sa kasong ito, malinaw na may pananagutan ang drayber sa paggamit ng cellphone habang nagmamaneho at sa kanyang naging kilos sa insidente. Dahil dito, ipinataw ng LTO ang kaukulang aksyon alinsunod sa umiiral na batas," the statement continued.
