LIST: Here are the private prosecutors for Sara Duterte's impeachment
The House of Representatives has expanded its legal team for the impeachment trial of Vice President Sara Duterte.
In a press conference on June 29, representatives Leila de Lima and Chel Diokno announced a second batch of private prosecutors who will assist lawmakers in presenting the case before the Senate impeachment court.
The House prosecution introduced the first batch of private prosecutors on June 11.

Theodore Te
Theodore Te is a human rights lawyer and the interim chairperson of the Free Legal Assistance Group, the country's oldest network of human rights lawyers.
A former Supreme Court spokesperson and chief public information officer, he has litigated high-profile cases involving the death penalty, anti-terrorism laws, and constitutional issues before the High Court.
He also represents journalists in libel and cyberlibel cases, advocates for digital rights and free expression, and teaches law at the University of the Philippines. He holds a Master of Laws from Columbia University and law and psychology degrees from UP.
Reynaldo Robles
Reynaldo Robles is the founding and managing partner of Chan Robles & Associates, one of the country's well-known law firms. A cum laude graduate and class valedictorian of Far Eastern University Institute of Law, he had placed 10th in the 1990 Bar examinations.
Over the years, he has served as legal counsel and consultant to numerous national and local government officials, legislators, and corporations, while also acting as director or corporate secretary for more than 100 companies. He previously taught criminal, administrative, and election law at FEU and currently serves as trustee and legal counsel of the Blas F. Ople Policy Center and Training Institute.
Robles previously served as former senator Antonio Trillanes' lawyer.
Arnold Labay
Arnold Labay serves as the senior partner of Chan Robles & Associates and a veteran litigation lawyer with decades of experience in private practice.
Before rejoining the firm in 2023, he was the managing partner of Labay Madamba Piccio Law Offices for over 25 years. He also served as president of the Far Eastern University Law Alumni Association and previously taught law at New Era University.
Labay earned his law degree from Far Eastern University and a degree in accountancy-related business administration from Lyceum of the Philippines. He is also the author of the legal reference book Persons and Family Relations.
Mae Divinagracia
Mae Divinagracia is the managing partner of Co Nazario Velasco-Catera and Divinagracia and a litigation lawyer specializing in commercial, civil, and criminal cases, as well as arbitration, labor, family law, and corporate disputes.
She earned both her Juris Doctor and bachelor's degree in Legal Management from Ateneo de Manila University. Before founding CNDLAW, she was a senior associate in the Litigation and Dispute Resolution Department of Angara Abello Concepcion Regala & Cruz Law Offices. She also teaches law at the Ateneo de Manila University School of Law and the Ateneo de Naga College of Law.
Divinagracia formerly served as the legal counsel of the late ex-Department of Public Works and Highways undersecretary Catalina Cabral.
Benjamin "Jay" Tolosa Jr.
Jay Tolosa is the founding and managing partner of Tolosa Lim & Chua, where he also serves as head of the Litigation and Dispute Resolution Practice. A former senior associate of ACCRALAW, Tolosa has represented major corporations, senior executives, and public officials.
He earned both his Bachelor of Arts majoring in Legal Management and Bachelor of Laws at the University of Santo Tomas, where he ranked among the top 10 in his graduating class.
Marforth Fua
Marforth Fua is the senior and managing partner of PECABAR Law and a seasoned litigator who has led the firm's litigation department since 2008.
He previously served as assistant presidential legal counsel to President Ferdinand Marcos Jr. under the late Chief Presidential Legal Counsel Juan Ponce Enrile. Fua earned his law degree from San Beda College and ranked eighth in the 2007 Bar examinations. He also holds a degree in philosophy from De La Salle University–Dasmariñas.
Erwin Matib
Erwin Matib is a partner at PECABAR Law, where he heads the firm’s Special Projects and Tax Departments. He earned his Juris Doctor from the University of the Philippines College of Law and is a certified public accountant, having completed his BS in Accountancy at Saint Louis University and passed the CPA board exam in 2003.
A dispute resolution practitioner, Matib has handled mediation, arbitration, and litigation work involving complex criminal cases such as graft and corruption, bank fraud, and other white-collar offenses. He also provides legal advisory services on tax matters and strategic legal initiatives for clients.
Justine Anne Lamarca
Justine Anne Lamarca is a partner at PECABAR Law, where she currently leads both the Litigation and Retainer Departments. She earned her Juris Doctor from the University of the Philippines College of Law and completed her Bachelor of Arts in Political Science at the Ateneo de Manila University. She specializes in litigation, handling cases involving criminal, civil, commercial, and family law disputes.
James Bryan Ibrahim Alih
James Bryan Ibrahim Alih is a senior associate at PECABAR Law. He previously headed the Litigation Unit of a publicly listed company.
He earned his Juris Doctor from San Beda University College of Law, where he was a member of the Top Class, and completed an Executive Program on Clinical Legal Education at Vermont Law and Graduate School. Lorna Patajo-Kapunan is the founding and senior partner of Kapunan & Castillo Law Offices, with decades of private law firm practice. She previously served as assistant presidential legal counsel to Marcos Jr. and has been a Bar examiner for Commercial Law.
Kapunan earned her Bachelor of Laws and AB Political Science degrees from the University of the Philippines and has undertaken international training in humanitarian law at Cambridge University, the National Institute of Humanitarian Law in San Remo, and other institutions in Asia and Europe.
Sonya Margarita Benemerito-Castillo
Sonya Margarita Benemerito-Castillo is the co-founder and senior partner of Kapunan & Castillo Law Offices. She earned her Bachelor of Laws degree from San Beda University College of Law in 1994 and previously served as Court Attorney V in the Office of Justice Eduardo Montenegro at the Court of Appeals.
Castillo specializes in litigation, civil, family, labor, and criminal law, as well as intellectual property, immigration, and land registration cases. Lino Chris Kapunan
Lino Chris Kapunan is the managing partner of Kapunan & Castillo Law Offices. He earned his Juris Doctor from the Ateneo de Manila School of Law in 2006 and has built a practice focused on litigation and corporate advisory work. Kapunan specializes in civil, criminal, corporate, and intellectual property litigation, as well as corporation, labor, and IP law.
He is a member of the Intellectual Property Association of the Philippines and the Licensing Executive Society of the Philippines, and has previously served on the board of directors of LES Philippines. Amando Virgil Ligutan
Amando Virgil Ligutan is the managing partner of Sapayan Lim Alvarez & Ligutan Law Offices in Cebu and a seasoned legal educator and practitioner. He earned his Juris Doctor from the University of the Philippines College of Law and graduated summa cum laude in AB Philosophy from the University of San Carlos.
Ligutan currently serves as Senior Lecturer II at the UP College of Law and teaches at the University of San Jose–Recoletos School of Law and the University of Cebu School of Law. His legal experience includes work as a junior associate at ACCRA Law Offices and former legal counsel for Rose Pharmacy Group of Companies. He specializes in labor law, remedial law, and public international law, and is also a published author in the Philippine Law Journal and a regular legal media commentator.
Bettina Zamora
Bettina Zamora is the co-managing partner of Kapunan & Castillo Law Offices. She earned her Juris Doctor from the Ateneo de Manila School of Law and holds dual Bachelor of Arts degrees in Diplomacy and International Affairs and Interdisciplinary Studies from De La Salle University–College of St. Benilde. Zamora’s legal practice focuses on litigation involving family and estate law, civil and criminal cases, as well as environmental and labor law.
Former representative Robert Ace Barbers will meanwhile serve as legal spokesperson and impeachment adviser, while Tolosa has been chosen as the House prosecution team's legal spokesperson.
Apart from the private lawyers, the House of Representatives also elected an 11-member prosecution panel that will represent it in the Senate impeachment trial. Composed of senior House leaders, lawyers, former prosecutors, constitutional experts, and human rights advocates from both blocs, they will present the Articles of Impeachment and evidence in line with House impeachment rules.
The articles of impeachment against Duterte cited allegations of betrayal of public trust, culpable violation of the Constitution, corruption, and other high crimes. These include alleged misuse of confidential funds, unexplained wealth, bribery, and an alleged assassination plot targeting Marcos Jr., First Lady Liza Marcos, and Rep. Martin Romualdez.
