1 in 10 Filipinos satisfied with Marcos' flood control efforts: survey
About 90% of Filipinos are dissatisfied with President Ferdinand "Bongbong" Marcos Jr.'s response to the flood control corruption, a survey has found.
According to the non-commissioned The National Momentum Survey conducted by newly established public opinion research firm Momentum Research, close to half of the respondents (43%) found the Marcos administration's flood control efforts since the 2025 State of the Nation Address "insufficient," with 41% describing it as "lacking."
Respondents in Mindanao reported the most dissatisfaction, with 61% saying "nothing at all" was done to address the corruption in flood control projects. The same level of discontent was shared by 43% in Metro Manila, 40% in Visayas, and 31% in the rest of Luzon.
About half of the respondents across all regions acknowledged the administration's efforts to hold accountable the individuals allegedly involved in the scandal, but also said the measures taken were "insufficient"—48% in Metro Manila, 49% in the rest of Luzon, 46% in Visayas, and 26% in Mindanao.
Satisfaction was lowest nationwide in Mindanao, with 6% of the respondents saying the Marcos administration had done enough to address the flood control scandal. This was followed by 8% satisfied respondents in Metro Manila, 9% in Visayas, and 14% in the rest of Luzon.
Political affiliations
The survey also included responses from specific political factions.
The most dissatisfied respondents came from the Pro-Duterte group, with 60% saying the administration had done nothing about the flood control corruption since it came to light following Marcos' 2025 SONA. About 45% of the pro-opposition supporters had the same opinion, as did 36% of those with no political affiliation, and 9% of the pro-Marcos group.
According to Momentum Research, pro-opposition respondents aligned themselves with the political opposition, such as former Vice President Leni Robredo, Sen. Risa Hontiveros, Sen. Bam Aquino, and their allies.
Close to half of most of the groups said Marcos had done something about the flood control mess, but it wasn't enough—48% of independent, 47% of pro-opposition, 46% of pro-Marcos, and 34% of pro-Duterte.
Among those satisfied with Marcos' anti-corruption measures in the flood control scandal, 42% came from the pro-Marcos faction, 10% from independent, 6% from pro-opposition, and 2% from pro-Duterte.
"The latest survey data suggests that while many Filipinos recognize the Marcos administration has taken steps to respond to the flood control scandal, a larger public sentiment is that more could have been done," said Momentum Research founder and CEO Cleve Arguelles, a political scientist, in a statement.
"The most striking finding is that dissatisfaction extends even to pro-Marcos respondents. When even your own supporters thing more should be done, the public is sending a clear signal that accountability remains unfinished," Arguelles added.
SONA priorities
With the survey being done weeks before Marcos' fifth SONA on Monday, July 27, some of its questions focused on the issues Filipinos thought the President should include in his address.
Topping the list at 60% was inflation, followed by job creation at 39%, prosecution of those involved in the flood control scam at 33%, systemic government corruption at 32%, and low workers' salaries at 28%.
The survey was conducted from July 13 to 16 through face-to-face interviews with a nationally representative sample of 1,438 Filipino adults. Momentum Research placed its national margin of error at ±2.6% and a confidence level of 95%.
According to Vera Files, a survey's margin of error reflects the level of the possibility of an error in the results. For this survey, it means the true number for the entire Filipino population may be expected to be 2.6% higher or 2.6% lower than the cited results.
