MMDA to implement street parking ban before the holidays
The Metro Manila Council has approved a regulation banning street parking on national primary roads in Metro Manila. This prohibition is set to take effect ahead of the holiday rush.
The Metro Manila mayors passed the MMDA Regulation No. 25-001, titled “Harmonizing Public Street Parking in Metro Manila and for Other Purposes,” which outlines the policy guidelines and identifies roads where street parking is prohibited to lessen traffic congestion.
Metro Manila Development Authority Chairman Atty. Don Artes said local government units are required to pass or amend their respective ordinances in line with the regulation.
The mayors emphasized that the regulation will be localized to consider local zoning, traffic, business, and other relevant concerns in line with the regulation.
Here is a list of roads where street parking is strictly prohibited:
- C1: CM Recto Avenue (from Roxas Boulevard to Legarda St.)
- C2: Pres. Quirino Ave. (from Roxas Blvd. to R10)
- C3: Araneta Ave. (N. Domingo to R10)
- C4: EDSA (from Monumento Circle to Macapagal Ave.)
- C5: Katipunan/CP Garcia (Commonwealth Ave. to South Super Highway)
- C6: Southeast Metro Manila Expressway
- R1: Roxas Blvd. (P. Burgos to NAIA Road)
- R2: Taft Ave. (from Lawton to Redemptorist)
- R3: Osmeña Highway or South Super Highway (from Quirino Avenue to Nichols Interchange)
- R4: JP Rizal (from the intersection of Pedro Gil Tejeron, Manila City to P. Zamora, Taguig City)
- R5: Ortigas Ave. (from Santolan to Imelda Ave.)
- R6: Marcos Highway/Magsaysay Blvd./Aurora Blvd. (from Legarda St.-Ramon Magsaysay to C5 Katipunan)
- R7: España Blvd./Quezon Ave./Commonwealth Ave. (from Carlos Palanca to Quezon Ave. to Commonwealth Ave. to Mindanao Ave.)
- R8: A. Bonifacio Ave. (from Blumentritt to EDSA Balintawak)
- R9: Rizal Ave./McArthur Highway (from Carriedo to Monumento, Caloocan City)

Emergency vehicles, such as but not limited to, fire trucks and ambulances when responding to an emergency, stalled vehicles, and other authorized vehicles will be exempted from the street parking ban.
Meanwhile, LGUs may allow street parking on national secondary roads through local ordinances, except during the hours of 7:00 a.m. to 10:00 a.m. and 5:00 p.m. to 8:00 p.m.
Terminals of public utility vehicles located on national primary and national secondary roads will also be banned. The MMDA said LGUs will identify locations within their jurisdictions for the establishment of such terminals.
Violators will be penalized under the 2023 Metro Manila Traffic Code, which will be enforced by the Swift Traffic Action Group using body-worn cameras.
The regulation is set for implementation before the Christmas rush to help ease heavy traffic.
