Meet the 11 impeachment prosecutors in VP Sara Duterte's trial
Vice President Sara Duterte has been impeached by the House of Representatives.
During its last session on Feb. 5, House Secretary General Reginald Velasco confirmed that 215 lawmakers have voted to impeach Duterte. This is the first time in Philippine history that a sitting vice president faces impeachment.
Duterte can only be removed from office with a two-thirds vote of the Senate. The success of the case hinges on the 11-man Prosecuting Team's ability to combine legal skills with an understanding of the political landscape. Batangas Rep. Gerville Luistro will be at the helm of the all-lawyer team.

Rep. Gerville "Jinky Bitrics" Luistro

Rep. Gerville Abanilla Reyes-Luistro, also known as Junky Bitrics, is a lawyer and Batangas 2nd congressional district's congresswoman since 2022.
Reyes-Luistro principally authored several bills, including establishing a community hospital in Mabini, Batangas; providing universal educational assistance to senior high, vocational, and college students; and granting universal social pensions to senior citizens. She also co-authored the act establishing the Maharlika Investment Fund.
The 49-year-old lawmaker, who is married to former Mabini Mayor Noel Luistro, made the rounds online when she engaged in a heated discussion with Atty. Harry Roque regarding the latter's alleged role in Philippine Offshore Gaming Operators (POGO).
In 2024, Luistro cast her vote against the absolute divorce bill and supported revoking the media network Sonshine Media Network International franchise.
Rep. Romeo Acop

Rep. Romeo Acop currently represents the 2nd District of Antipolo in the House of Representatives.
Throughout his time in office, Acop has been known for his work on various issues, including infrastructure, social welfare, education, and healthcare. He often advocates for policies that benefit local communities, particularly in development and public service delivery.
During the Ramos administration, the lawmaker served in the Philippine National Police as chief of the Criminal Investigation Service (CIS now CIDG) from 1994 to 1995 with the rank of Chief Superintendent.
As a House representative, he was a member of eleven committees in the Philippine Congress, including Public Order and Safety (as Chairman), Appropriations, Health, Higher and Technical Education, Local Government, National Cultural Communities, Public Works, and Highways, to name a few.
He also principally authored some bills, such as instituting policies for the protection and welfare of caregivers, enhancing protection, security, and benefits for media workers, and an act aiming to increase the service incentive of employees.
Rep. Ramon Rodrigo Gutierrez
Ramon Rodrigo "Rodge" Lorejo Gutierrez currently serves as a House of Representatives member under the 1-Rider Partylist.
As a politician, he proposed various bills intended for the welfare of the riders and other commuters, such as the creation of the National Traffic Enforcement and Management Center to organize the traffic enforcers and the "unified approach to traffic enforcement" including the No Contact Apprehension Policy.
He also authored the bill, citing several franchise violations by SMNI, including failure to deliver truthful and balanced reporting, self-regulation about the numerous allegations, and violations on sale, lease, and transfer of ownership.
In Sept. 2024, during the second half of the House of Representatives quad committee hearing, Gutierrez accused former Bamban mayor Alice Guo of lying about her age, saying that her classmates at Grace Christian School were his college friends born in 1991 or 1992. However, Guo claimed that she was born in 1986.
Rep. Joel Chua
Joel Chua is a lawyer and a member of the House of Representatives since 2022, serving as District Representative of the 3rd District of Manila.
In Congress, he authored bills such as the establishment of the Maharlika Invest Fund; the declaration of immediate environs of Quiapo Church, Plaza Miranda, San Sebastian Church, and Plaza del Carmen as National Heritage Zone; and an act that mandates private higher education institutions to waive the college entrance examinations fees for underprivileged students, among others.
Rep. Raul Angelo "Jil" Bongalon
Currently serving as the representative for the Ako Bikol Partylist in the 19th Congress, Congressman Raul Angelo "Jil" Bongalon distinguished himself as a "dynamic and forward-thinking" lawmaker.
Bongalon principally authored an act that grants social pensions to senior citizens, an optional retirement age of 56 years old, and enhanced protection, security, and benefits for media workers, among others.
Moreover, he holds several key positions in the government, such as Vice Chairperson of the House Committee on Appropriations, overseeing the national budget and ensuring fiscal responsibility; Vice Chairperson of the House Committee on Bicol Affairs and Economic Development, advocating for "regional growth and prosperity" and Vice Chairperson of the House Committee on Ethics and Privilege to uplift the "integrity of public service."
Rep. Loreto Acharon

Congressman Loreto "Ton" Acharon of General Santos is the city's former vice mayor until 2022.
As a congressman who won under the Nationalist People's Coalition (NPC), Acharon has worked on various legislative measures related to infrastructure, health, education, and the overall development of his district.
Among the bills he authored are the creation of the Philippine Livestock Authority, an act allowing and regulating the use of motorcycles as public utility vehicles, and an act designating the city of General Santos as a lobe legislative district.
Rep. Marcelino Libanan
Marcelino Libanan currently serves as House Minority Leader in the House of Representatives. Before this, he was the former Vice Governor of Eastern Samar and the Congressman for Eastern Samar.
As Bureau of Immigration Commissioner in 2007, he implemented a policy requiring Filipino tourists suspected of working abroad to sign a waiver absolving the BI of responsibility for any risks they might face.
He became a party-list representative for the 4Ps Party-list in 2022.
As House Minority Leader, he filed a house resolution that urges the Department of Education (DepEd) to incorporate foreign language studies into the K-12 Program, aiming "Pinoy students to be like Rizal."
He also called the creation of a panel "similar to the Agrava Fact-Finding Board," to investigate drug war killing and "identify all individuals who may be held criminally liable."
Rep. Arnan Panaligan
Rep. Arnan Panaligan is the first city mayor of Calapan, Oriental Mindoro. He is also one of the founders of the City of Calapan Governor and Congressman of the province.
Panaligan's legislative work includes bills focused on environmental protection (declaring Mindoro a mining-free zone), economic development (establishing the Maharlika Investment Fund), and healthcare (a Magna Carta for Barangay Health Workers).
Before his work as a legislator, he served as a legal researcher at the Supreme Court and as a technical assistant at the House of Representatives Electoral Tribunal (HRET).
Rep. Ysabel Maria Zamora
Ysabel Maria Zamora, better known as Bel Zamora, is the incumbent Representative of San Juan City's Lone District.
She supported measures to standardize and upgrade benefits for military veterans and their dependents while uplifting the additional protection for women and their children from violence through the Expanded Anti-Violence Against Women and Their Children (E-VAWC) bill.
She comes from a political family; her brother is San Juan City Mayor Francis Zamora and her sister is Taguig City Second District Rep. Pammy Zamora.
Rep. Lorenz Defensor
Lorenz Defensor has been representing the third district of Iloilo in the House of Representatives since 2019.
He is a member of the majority of the Ad Hoc Committee on Marawi Rehabilitation and Victims Compensations, Vice Chairperson of the Committee on Constitutional Amendments, and Deputy Majority Leader of the Committee on Rules of the House.
Among his principal authored bills are an act to establish the Philippine Children's Medical Center for the Visayas, an act to provide an exemption from income tax to military uniformed personnel, and an act prohibiting the use of plastics and other non-biodegradable materials, hazardous substances in advertising goods, services or events, among others.
Rep. Jonathan Keith Flores
Atty. Jonathan Keith Flores is the District Representative of Bukidnon's second district.
He is the chairperson of the Committee on Government Reorganization and vice chairperson of the Committee on Housing and Urban Development, Justice and Suffrage, and Electoral Reforms.
As Bicameral Conference Committee co-chair, he recently ratified HB 11199 and SB 2878 on the Reorganization of the National Economic and Development Authority (NEDA) into the Department of Economy, Planning, and Development or DEPDev.
