Third 'Alice Guo' filed for NBI clearance in 2005—NBI

The National Bureau of Investigation said a third "Alice Guo" filed for an NBI clearance in Quezon City in 2005.

"Mayroon pa pong clearance, 2005, Alice Guo din," said NBI Director Jaime Santiago in a press conference with the Commission on Elections (Comelec) on Wednesday, July 3.

According to Santiago, this "Alice Guo" from Quezon City doesn't exist. "Nacheck na po namin ang history ng bahay na 'yun. Walang nakatirang Alice Guo doon," he said.

No other information is available at the moment, but Santiago said they'll update COMELEC and the Senate in the coming days.

The person's fingerprint is now being examined so it can be compared to Bamban Mayor Alice Leal Guo's.

COMELEC Commissioner George Garcia, meanwhile, said their law department has started gathering evidence against the suspended mayor. They're looking to filing criminal cases against her for lying in her certificate of candidacy (COC).

Garcia added that they also have their own fingerprint experts who can examine and compare the fingerprints of Guo in their records with her fingerprints from NBI's records.

NBI previously reported that the fingerprints of Guo are identical to a Chinese citizen named Guo Hua Ping.

The agency's document, presented by Sen. Risa Hontiveros in a Senate hearing, also showed that the mayor shares the same identity, birthday, and birthplace with another woman named Alice Leal Guo.

Guo has been subject to scrutiny since she was allegedly linked to two Philippine Offshore Gaming Operators in her bailiwick: Hongsheng Gaming Technology Incorporated, which was raided in February 2023, and Zun Yuan Technology Incorporated, which was raided in March this year. The POGOs were accused of trafficking and scams.

She was questioned why she was supposedly unaware of such alleged illegal activities. In the Senate hearing, she was asked about her background to confirm her nationality, especially since she currently holds a high post in the local government.

Senators also noted that according to Bamban residents, the mayor came out of nowhere during the 2022 elections. They speculated that Guo could be a Chinese spy infiltrating the Philippine government.

Guo has since maintained that she's Filipino and has denied having ties to POGOs in Bamban and being a Chinese spy. She also said that she was raised on the farm of her father, was homeschooled, and that her maid of a mother left her.

But as weeks passed, authorities discovered discrepancies in several documents involving Guo, as well as holes in her stories.

Guo skipped the last Senate hearing, citing "stress." Hontiveros, however, warned her that if she skips the next one, it would result in a contempt citation.
