2025 midterm elections: Here are the vote-rich provinces and cities in the Philippines

It's almost the 2025 midterm elections.

One of the factors that can contribute to a candidate's victory is the amount of support they can get from people in vote-rich places. There is a huge advantage that comes with courting voters in such areas as they are able to earn votes in bulk, increasing their chances of winning.

According to data issued by the Commission on Elections, there are a total of 68,431,965 registered voters who can take part in the upcoming elections as of January 2025. While this number does not include the 1.3 million overseas Filipino voters, it is higher than the 65,745,526 recorded in 2022.

From this number, the province of Cebu has the most number of voters. It's the only province in the country that surpassed the three million mark.

Following it are five provinces with more than 2 million registered voters. Cavite leads the pack ahead of Bulacan, Pangasinan, Laguna, and Negros Occidental.

Vote-rich areas that have exceeded the million mark include Batangas, Pampanga, Rizal, Iloilo, Nueva Ecija, Quezon, Leyte, Camarines Sur, and Isabela.

Below are the provinces with the most number of registered voters for the 2025 polls:

For cities within the National Capital Region, Quezon City stands out with 1,454,411 registered voters, followed by Manila at 1,142,174. They are the only areas in the region that have more than a million voters.

Below is a ranking of the number of voters in NCR for the upcoming elections from highest to lowest.

Outside NCR, the cities with the most number of voters are Davao City, followed by Cebu City, Cagayan De Oro City, Zamboanga City, Antipolo City, and Dasmariñas City.

Will every Filipino vote?

It’s important to note, however, that not every voter will cast their ballot in their respective polling precincts on May 12.

According to historical data gathered by Comelec, the number of voters who actually voted has never gone past 90% since 1992. The highest was in 1998 at 86.39%, a time when Joseph Estrada and Gloria Macapagal Arroyo won as president and vice president, respectively.

The second was in 2022 at 84.20%, where current President Ferdinand “Bongbong” Marcos Jr. and Vice President Sara Duterte were elected as the two highest officials of the country.

The question now is which vote-rich cities and provinces will possibly have the highest voter turnout.

Based on data from the 2022 elections, NCR had an 81.43% voter turnout overall, with Marikina having the most number of voters who showed up in precincts at 87.93%.

The midterm elections are set to take place on May 12. Overseas Filipinos may vote from Apr. 13 to May 12, while local absentees—the Armed Forces of the Philippines, the Philippine National Police, and media practitioners—may vote from Apr. 28 to 30.

There will be a total of 18,320 national and local positions to be voted for in the upcoming elections.
