Alice Guo's brother a Chinese national named Guo Xiang Dian—NBI

The brother of suspended Bamban Mayor Alice Guo is a Chinese national, Sen. Win Gatchalian said, citing the National Bureau of Investigation (NBI).

The Philippine STAR on July 3 reported that Gatchalian said Wesley Leal Guo is actually Guo Xiang Dian based on NBI's fingerprint matching.

"Guo Xiang Dian is Wesley Leal Guo," the senator said. "This is according to the fingerprint matching of the NBI using the [Philippine Board of Investment] records and the NBI biometric records."

Gatchalian noted that Guo Xiang Dian arrived in the Philippines in 1999. He's listed as the dependent son of Lin Wen Yi, making him the brother of Guo Hua Ping, the Chinese national whom NBI had found to have similar fingerprints as the mayor.

"Wesley Leal Guo is an incorporator of CDAG Reality Corporation in which Alice Guo is the majority owner," Gatchalian said.

"This again demonstrates that the late registration process was abused by the Guo family to falsely claim that they are Filipinos," he added.

The development came hours after NBI Director Jaime Santiago in a press conference with the Commission on Elections announced that a third "Alice Guo" filed for an NBI clearance in Quezon City in 2005.

According to Santiago, they found that this "Alice Guo" from Quezon City doesn't exist after checking their place of residence.

Alice has been subject to scrutiny since she was allegedly linked to two Philippine Offshore Gaming Operators in her bailiwick: Hongsheng Gaming Technology Incorporated, which was raided in February 2023, and Zun Yuan Technology Incorporated, which was raided in March this year. The POGOs were accused of trafficking and scams.

She was questioned why she was supposedly unaware of such alleged illegal activities. In the Senate hearing, she was asked about her background to confirm her nationality, especially since she currently holds a high post in the local government.

Alice has since maintained that she's Filipino and has denied having ties to POGOs in Bamban and being a Chinese spy. She also said that she was raised on the farm of her father, was homeschooled, and that her maid of a mother left her.

But as weeks passed, authorities discovered discrepancies in several documents involving Alice, as well as holes in her stories.
