Board and bar passers automatically recognized as civil service eligibles—CSC

The Civil Service Commission (CSC) clarified that individuals who passed the bar and board examinations are automatically eligible to work in the government.

In a post on its website on Nov. 11, the CSC said those who pass the bar and board exams administered by the Supreme Court and the Professional Regulation Commission, respectively, are "automatically recognized as civil service eligibles."

The agency cited Republic Act No. 1080, which states that "the bar examinations and the various examinations conducted by government boards are regarded as civil service examinations.”

Civil service eligibility also applies to marine deck and engine officers licensed by the Maritime Industry Authority, as well as passers of the Shari'ah Bar exam, or the test covering Islamic law.

The CSC noted that licensed professionals may work in government positions unrelated to their field of practice.

Bar and board passers are exempted from the master's degree requirement for division chief and executive and managerial roles in the second level, provided their duties involve professional practice or are related to positions regulated by bar or board laws.

Lawyers and doctors are also exempt from the master’s degree requirement for division chief or executive and managerial roles that don't involve the practice of their profession.

The CSC said the passers of the mentioned exams are no longer required to visit its regional and field offices to apply or to obtain a copy of their civil service eligibility. They may just use their valid professional license, a copy of the certificate of registration/competency, or the report of rating.

The next career service examinations will be held on March 25 and Aug. 10, 2025.
