Fee adjustments at NAIA to begin by September 2025

The new management of the Ninoy Aquino International Airport announced that the fee adjustments will be implemented by Septemer 2025. 

In an advisory on Sept. 25, the New NAIA Infra Corp. (NNIC) said that the Department of Transportation (DOTr) and the Asian Development Bank (ADB) compared the new rates against international standards, which they said reflects the costs of operating a modern airport. 

Terminal fees for domestic flights will increase from P200 to P390, while terminal fees for international flights will hike from P550 to P950.

The NNIC added that all fee adjustments were pre-determined and set by the government and ADB, its financial adviser for the Public-Private Partnership project, stressing that the NNIC has “no hand in setting the fee adjustments.” 

“NAIA fees have not changed in over 20 years, hindering in its modernization and aiding its decline,” they wrote, stressing the adjusted fees will help in the overall rehabilitation and improved experience in the airport. Additionally, NNIC will remit 88.16% of the revenues to the government. 

They stressed that Overseas Filipino Workers (OFWs) will still be exempted from paying international departure fees. 

All fee adjustments for passengers will be effective starting September 2025. 

In line with the rehabilitation project, NNIC said that they will invest at least P170 billion, which is projected to generate about P1 trillion in revenues for the government.

The corporation also stressed that the government will still have full ownership of NAIA and all of the new facilities. 

After the turnover of management to the San Miguel-led consortium on Sept. 14, NAIA has launched its new logo and online pages.  

The corporation previously said that they would implement gradual changes, such as upgrading terminals and facilities, to ensure the safety and comfort of the passengers. These include the passenger processing system, baggage handling, enhanced Wi-Fi, and electrical and air conditioning, among others. NAIA also aims to increase the airport’s capacity to accommodate 35 to 62 million passengers annually.

Plans for reassigning the airport terminals are also underway, though the definitive date of their implementation is yet to be announced.
