QC gov't, NCDA look into incident involving PWD, security guard at bookstore
The Quezon City government has expressed its commitment to assist the person with disability who got into an alleged scuffle with a security guard at a bookstore in a mall in Quezon City.
In a statement, the city's Persons with Disability Affairs Office is coordinating with the Pasay City local government to assist the PWD after he got into an incident with a guard at National Bookstore's branch in SM North EDSA.
According to online posts, the PWD had allegedly taken items from the store, prompting the guard to intervene. Instead of resolving the matter peacefully, however, the guard reportedly got physical with the man and punched him several times.
The QC-PDAO said it is currently reaching out to the family of the Pasay City resident to offer all appropriate assistance within its mandate, including access to legal support and other available services.
It is also supporting the QC Police District in efforts to establish the facts and resolve the matter swiftly.
"The QC-PDAO reiterates that no person, including persons with disabilities, should ever be subjected to abuse, degrading treatment, or any form of inhumane conduct. Every individual is entitled to dignity, respect, safety, and protection," they said.
"The Quezon City Government remains firmly committed to upholding the rights and welfare of persons with disabilities and to ensuring that they receive the assistance and protection they deserve," they added.
NCDA conducting own review
The National Council on Disability Affairs, in a statement, confirmed that the PWD "attempted to take items" after speaking with the bookstore. However, it noted that a management officer explained that "they have not discriminated against this person and have not banned them."
"Some NBS personnel also reported multiple incidents involving harm inflicted to security guards and NBS staff by this person who often visits the store," the NCDA said.
According to the council, the security guard involved has been put into preventive suspension, and an inquiry is being conducted.
The mall's Customer Relations Services will also provide the NCDA with a copy of the full incident report by the said security agency once available.
"NCDA emphasizes that all persons, including those with disabilities, are equal under the law and responsible for their actions. Illegal acts like theft must go through legal channels with due process," they stressed.
"NCDA warns against stereotyping persons with disabilities based on a single incident. Most persons with disabilities are law-abiding and contribute positively to society. The public is urged to avoid discrimination and profiling," they added.
They implored establishments to first "ensure due process, fair treatment, and coordination with law enforcement in handling cases," and that security measures must be "reasonable, non-discriminatory, and respectful of dignity at all times."
National Bookstore also cooperating with authorities
In a statement, National Bookstore expressed regret over the distress the incident caused its shoppers and the PWD community.
"While maintaining store safety is paramount, we are saddened that any visitor experienced a distressing situation inside our store," it said.
The company added that it does not tolerate theft or physical violence, adding that it believes the situation must be "handled with care, restraint, and respect."
Currently, National Bookstore is cooperating with authorities, government agencies, and mall management amid reviews of the incident.
"We remain dedicated to keeping our stores safe for everyone and appreciate the public's understanding and support for our retail team."
