TIPS: What to bring and need to know about the Nov. 30 anti-corruption protests

Protesters are once again expected to flock to two anti-corruption demonstrations on Bonifacio Day, Nov. 30, to cry out for justice and accountability in the investigation of the flood control scandal.

The first rally, "Trillion Peso March," organized by the Trillion Peso March Movement, is formed by the clergy, civic leaders, and youth advocates. It will be held at the People Power Monument in EDSA White Plains, Quezon City, starting with a mass at 10 a.m. It calls for the "expeditious prosecution of corruption cases, forfeiture & recovery of illicit assets, and full transparency in public projects, assets, and proceedings," according to its manifesto on Facebook. 

The other demonstration set to take place is the "Protestang Bayan Kontra Kurakot: Baha sa Luneta 2.0" by the Kilusang Bayan Kontra Kurakot to be held at Rizal Park, Manila. 

TPMM said in a Nov. 24 press conference that they are not advocating to overthrow the administration of President Ferdinand R. Marcos Jr.

Rally Essentials

To manage the long hours of outside exposure and to prepare for the weather, the KBKK reminded participants to bring the following:

  • umbrella
  • tumbler
  • phone
  • powerbank
  • camera
  • raincoat

Participants of the Trillion Peso March are also encouraged to wear white for truth and accountability.

Activities

Trillion Peso March organizers previously said that the upcoming event will feature noise barrages, candlelight vigils, masses, and wearing white ribbons.

The rally's convenor Kiko Aquino-Dee said there will be a concert by artists Ben & Ben, Elijah Canlas, and Catriona Gray, which will begin at 6 p.m.

Meanwhile, the Baha sa Luneta 2.0 rally is scheduled from 9 a.m. to 12 p.m.

Traffic and Parking

Access points for the Trillion Peso March will be from Temple Drive, the road behind White Plains, and EDSA Shrine near Ortigas Avenue. Commuters riding the MRT-3 are advised to alight at Santolan-Annapolis Station.

Aquino-Dee said that White Plains Avenue will be closed until the end of the performances. Drivers can park in Greenhills, Ortigas, Cubao, or Ayala before taking the train going to the event.

The Mandaluyong City Traffic and Parking Management Department has also released a list of re-routing schemes that motorists can follow.

The Quezon City Government on Friday warned motorists to expect slower traffic flow around the EDSA People Power Monument starting at 8 a.m. on Sunday, Nov. 30, 2025, including the following roads:

  • EDSA
  • Katipunan Avenue
  • Ortigas Avenue
  • White Plains Avenue
  • Temple Drive

A zipper lane will be established on White Plains Avenue, spanning the area between EDSA and Katipunan Avenue, to alleviate anticipated traffic buildup. This measure will be in effect from 9 a.m. on Saturday, Nov. 29, through 6 a.m. on Sunday, Nov. 30.

Road closures

The Manila Police District PIO has also released the list of road closures and re-routing that will be implemented on Nov. 30.

The following roads will be closed on Sunday: 

  • Both lanes of Bonifacio Drive from Anda Circle to P. Burgos Ave.
  • Roxas Blvd. (southbound) from Katigbak Drive to Quirino Ave.
  • Roxas Blvd. (northbound) from Quirino Ave. to P. Burgos Ave.
  • Katigbak Drive and South Drive
  • Independence Road
  • East- and westbound lanes of Kalaw Ave. from Taft Ave. to Roxas Blvd.
  • East- and westbound lanes of P. Burgos Ave. from Taft Ave. to Roxas Blvd.
  • Maria Orosa St. from U.N. Ave. to P. Burgos Ave.
  • Stretch of Finance Road from Taft Ave. to P. Burgos Ave.
  • Roundtable (Palacio St. and Gen. Luna St.)
  • Mabini St. from Kalaw Ave. to U.N. Ave.
  • Stretch of C.M. Recto Ave. from N. Reyes St. to Mendiola St.
  • Stretch of Legarda St. from Figueras St. to San Rafael St.
  • Stretch of Magallanes Drive from Jones Bridge to MacArthur Bridge
  • Ayala Bridge
  • Eastbound lane of Ayala Blvd. from San Marcelino St. to Romualdez St.

Re-routing of vehicles:

  • Vehicles coming from the three bridges (Jones, MacArthur, Quezon) shall use Taft Ave. to point of destination
  • Vehicles coming from Ayala Blvd. intending to use Finance Road shall turn right to P. Burgos Ave. to point of destination
  • Vehicles coming from U.N. Ave. (westbound lane) shall turn left to M.H. del Pilar St. or Roxas Blvd. service road to point of destination
  • Vehicles coming from Mabini St. shall turn right or left to U.N. Ave. to point of destination
  • Vehicles coming from Ma. Orosa St. shall turn right or left to U.N. Ave. to point of destination
  • Vehicles coming from Roxas Blvd. service road (northbound lane) shall turn right to U.N. Ave. to point of destination
  • Light vehicles coming from Mel Lopez Blvd. intending to use Roxas Blvd. shall take Anda Circle, then turn right to A. Soriano Ave. to point of destination
  • All vehicles coming from Muralla St. inside Intramuros intending to use Roundtable shall go straight going to Magallanes Drive or Soriano Ave. point of destination
  • All trailer trucks/heavy vehicles coming from Pasay City using Roxas Blvd. (northbound) shall turn right to Pres. Quirino Ave. to point of destination, while light vehicles may use Roxas Blvd. service road (northbound)
  • All trailer trucks/heavy vehicles coming from Mel Lopez Blvd. (R-10) going to Roxas Blvd. shall turn left to Capulong St., straight to Yuseco St. to Lacson Ave. to point of destination (old truck route)
  • All vehicles coming from Quezon Blvd. and C.M. Recto Ave. intending to use Mendiola St. shall turn left to N. Reyes St. to point of destination
  • All vehicles coming from Sta. Mesa via Legarda St. intending to use C.M. Recto Ave. shall turn right to Figueras St., straight to Earnshaw St., then turn left to S.H. Loyola to point of destination
  • All vehicles coming from P. Casal St. intending to use Mendiola St. shall turn left to San Rafael St., straight to Bilibid Viejo St., then turn right to S.H. Loyola St. or N. Reyes St. to point of destination
  • All vehicles coming from P. Burgos Ave. (northbound lane) intending to use Magallanes Drive shall go straight to Jones Bridge to point of destination
  • All vehicles coming from C. Muñoz St. may use P. Burgos Ave. to point of destination
  • All vehicles coming from MacArthur Bridge intending to use Magallanes Drive shall go straight to P. Burgos Ave. (southbound lane) or turn right to Victoria St. to point of destination
  • Vehicles coming from Romualdez St. intending to use Ayala Bridge shall turn left to Ayala Blvd., then turn right to Taft Ave. to point of destination or shall go straight to N. Lopez St., then turn right to A. Villegas St., then left to C. Muñoz St. to point of destination
  • Vehicles coming from San Marcelino St. intending to use Ayala Bridge shall turn right to Ayala Blvd., then turn right to Taft Ave. to point of destination or shall go straight along San Marcelino St., then turn left to U.N. Ave. to point of destination
  • Vehicles coming from Ayala Blvd. intending to use Ayala Bridge shall turn right to San Marcelino St. or turn left to N. Lopez St. to point of destination
  • Vehicles coming from C. Palanca St. intending to use Ayala Bridge shall turn left to P. Casal to point of destination
  • Vehicles coming from Gen. Solano St. intending to use Ayala Bridge shall turn right to P. Casal St. or go straight to C. Palanca St. to point of destination
  • Vehicles coming from P. Casal St. intending to use Ayala Bridge shall turn right to C. Palanca St. to point of destination

Hearings at the House of Representatives and the Senate revealed billions of pesos lost to corruption, which prompted the formation of the Independent Commission for Infrastructure, which is specifically investigating irregularities in flood control projects in the last 10 years.

On Nov. 21, President Ferdinand R. Marcos Jr. announced that arrest warrants were issued for Zaldy Co and the 17 other accused based on corruption charges filed by the Ombudsman at the Sandiganbayan.

On Oct. 29, the ICI recommended the filing of criminal and administrative cases against Sen. Joel Villanueva, Sen. Jinggoy Estrada, Former Rep. Zaldy Co, former Rep. Mitch Cajayon-Uy, former DPWH Usec. Roberto Bernardo, and COA Commissioner Mario Lipana.

Last Sept. 21, the 53rd anniversary of martial law, TPMM and KBKK held rallies in the same areas where large crowds of Filipinos took to the streets to protest corruption in multibillion-peso flood control projects.
