Bill seeking to protect kids from dangerous algorithms pushed in House

A bill seeking to protect kids from dangerous social media algorithms has been filed in the House of Representatives.

Cavite 2nd District Rep. Lani Mercado-Revilla has filed House Bill No. 7300, or the Social Media Accountability Act, aiming to regulate algorithms to make social media platforms safe for children.

Under the proposed measure, minors will get protection through the Social Media Accountability Council, an authoritative body that will set basic safety standards, review platform practices, and ensure compliance with national rules on digital safety and user protection.

“Filipino users have the right to know how their data is used and how algorithms influence the content they see every day. Transparency empowers users and helps families make informed choices in an increasingly algorithm-driven digital environment,” Mercado-Revilla said.

HB 7300 notes that even as social media enables communication and creativity, its design and algorithms quietly shape public discourse and daily life.

The bill aims to work with key government agencies—including the Department of Information and Communications Technology, National Privacy Commission, and the Departments of Health, Justice, and Trade and Industry—alongside experts from the academe and civil society organizations advocating digital safety and child protection. 

“This measure is not about policing opinions. It is about accountability, making sure that digital systems do not put profit ahead of people, and that users are informed, protected, and empowered,” the lawmaker said.

“Algorithms influence behavior, shape emotions, and quietly affect how people understand the world. When left unchecked, these systems can cause real harm, particularly to children and other vulnerable users,” she added. 

Penalties may range from fines of up to P10 million per violation to orders requiring the modification, suspension, or removal of harmful platform features.

“The Social Media Accountability Act seeks balance: protecting free expression while ensuring responsibility, safety, and fairness in the digital space. It is a necessary step towards a healthier and more accountable online environment for all Filipinos,” Mercado-Revilla said. (with reports from Delon Porcalla)
