Marcos says freeze order issued on assets of House's Eric Yap, Edvic Yap, others over flood control mess

The Court of Appeals has issued a freeze order on the assets of Congressmen Eric Yap, Edvic Yap, as well as Silverwolves Construction Corporation and Sky Yard Aviation Corporation, all of whom are allegedly involved in the anomalous flood control projects. 

In a recorded message posted on social media the morning of Dec. 9, President Ferdinand "Bongbong" Marcos Jr. said the freeze order covers the personal bank accounts, assets, and various aircraft of those named. 

"Sakop ng freeze order ang mga account at ari-arian ng Silverwolves Construction Corporation at Sky Yard Aviation Corporation. Pati na rin ang mga personal account at asset ng mga indibidwal na nasangkot sa imbestigasyon. Kabilang ay si Congressman Eric Yap at Edvic Yap," Marcos said. 

He added that since 2022, Silverwolves has received over P16 billion worth of contracts, most of which were connected to Department of Public Works and Highways' flood control projects. 

Covered in the freeze are:

  • 280 bank accounts
  • 22 insurance policies
  • Three securities accounts
  • Eight aircraft, including airplanes and helicopters attributed to Sky Yard Aviation

"Kailangan natin ang mga freeze order na ito para hindi maibenta ang mga ari-arian at para maibalik natin sa ating mga kabababayan ang bawat pisong pinaghihinalaang ninakaw," added Marcos. 

In addition, he reported that eight DPWH Davao Occidental officials have submitted letters indicating their willingness to surrender to the National Bureau of Investigation to face the charges against them. 

Still in connection with the flood control scandal, Marcos went on to say the government is expecting a warrant of arrest against disgraced contractor Sarah Discaya to be issued this week. 

"Magpapatuloy ang imbestigasyon. Magpapatuloy ang pagpapanagot. At titiyakin ng pamahalaan na ang pera ng bayan ay maibabalik sa taumbayan," concluded Marcos. 

Hearings at the House of Representatives and the Senate revealed billions of pesos lost to corruption, which prompted the formation of the Independent Commission on Infrastructure that is now specifically looking into irregularities in flood control projects in the last 10 years.
