LTFRB reimplements fixed TNVS pick-up fare

The Land Transportation Franchising and Regulatory Board has re-implemented the pick-up fare system for ride-hailing services.

In a press release, the LTFRB said this is in response to concerns by Transport Network Vehicle Service drivers over rising operational costs and commuter complaints regarding unauthorized and unregulated pick-up charges. 

LTFRB Chairman Atty. Vigor D. Mendoza II said the revival of the LTFRB Memorandum Circular 2025-058, which sets the fixed amount for pick-up fare rates, will serve as a compromise for both parties. 

“While commuters’ welfare is a priority, part of our mandate is also to ensure that the concerns of those from the public transportation sectors are heard. In this case, the revival of the pick-up fare implementation will serve both ends,” Vigor said.

Vigor added that the pick-up fare system was created as a solution to unreasonable price surges in booking ride-hailing services, especially during rush hours, as raised by commuters. 

The TNVS rate is as follows: 

For hatchback and subcompact TNVS 

  • P24 - 1 km radius
  • P48 - 2 km radius
  • P72 - 3 km radius
  • P96 - 4 km radius
  • P120 - 5 km radius

For sedan-type TNVS 

  • P26 - 1 km radius
  • P52 - 2 km radius
  • P78 - 3 km radius
  • P104 - 4 km radius
  • P130 - 5 km radius

For AUV/SUV-type TNVS

  • P29 - 1 km radius
  • P58 - 2 km radius
  • P87 - 3 km radius
  • P116 - 4 km radius
  • P145 - 5 km radius

For premium TNVS rides

The fixed pick-up fare rate was first implemented in December 2025 until the early days of January to brace for the Christmas season. 

For the revived pick-up fare system, LTFRB said they considered the operational data, which showed that TNVS drivers spend significant time and fuel traveling from their booking acceptance point to passenger pick-up locations.

The exclusion of this distance component contributes to booking problems and service shortages, which eventually affect the riding public.

Under the updated memo, charging a pick-up fare beyond the 5-kilometer radius is prohibited. Riders shall also not collect any share, commission, or impose a service fee derived from the pick-up fare and not charge a separate pick-up, booking, convenience, or similarly denominated charge.

The memo instructs TNVS riders to clearly show the pick-up fare in the fare breakdown, inform the passenger of the total fare, and reflect the pick-up fare in the electronic receipt. 

A day before, the LTFRB imposed a P60 price cap on taxi app booking fees.
