DICT says temporary interruption of eGovPH services due to surge in user activity

The Department of Information and Communications Technology has addressed the recent temporary interruption of certain services in the eGovPH App.

In its April 30 statement, the DICT said the disruption was due to an unexpected surge in user activity that overwhelmed system capacity.

"Our technical teams immediately responded, and affected services were promptly restored. We understand the inconvenience this may have caused our users and the public who rely on the platform for access to government services. We appreciate your patience and understanding," it said.

The agency also assured the public that it is taking necessary measures and implementing improvements to meet the growing demand for digital government platforms.

"This incident reflects the growing number of Filipinos using digital government platforms every day. As adoption continues to increase, DICT is undertaking the necessary enhancements to strengthen system capacity, improve performance, and ensure greater reliability during periods of high demand," it added.

It also acknowledged concerns raised in the Senate, where it was revealed that several platforms had been taken offline due to insufficient cloud server capacity and a lack of funding to expand them.

"We are working closely with the Department of Budget and Management and other concerned agencies to support long-term resource planning and sustain the continued modernization of critical digital infrastructure," the agency said.

"We remain fully committed to providing secure, reliable, and accessible digital public services through the eGovPH App and other government platforms," it concluded.

DICT Usec. Dave Almirol Jr. revealed during the April 29 Senate hearing that the digital National ID was initially launched as a limited initiative without sufficient resources, but its integration with e-wallets and government agencies overwhelmed the system. He added that the DICT, which manages 28 platforms, had to disable 12 government systems due to the lack of budget for cloud server capacity.

"Ang DICT eGov cloud, hindi lang po cloud namin ang sinusubscribe namin. Nasa 3,000 servers ang naka-host sa aming cloud services; 95% of that, hindi po sa amin," he explained. "Parang kami po ang nagbabayad ng subscription ng ibang government agencies."

He added that under last year’s General Appropriations Act, around P500 million was allocated for a separate digital National ID system. However, the Department of Budget and Management did not release the funds because the agency, at that time, failed to meet its budget utilization rate.

The eGov Super App, a project of the DICT, was first launched in June 2023 to centralize key government services in a single platform.
