2025 PH Elections: Proclaimed mayors, vice mayors in NCR
The 2025 midterm polls have officially concluded, and several candidates in local government have emerged as the clear winners.
The Commission on Elections' board of canvassers in several cities of Metro Manila has started proclaiming some of the official winners, though the transmission of local election returns is still ongoing.
As of 7:51 a.m., 98.61% of local election returns have been transmitted back to the Comelec. About 84.71% of overseas election returns, meanwhile, have been received by the poll body.
Here are the official winners based on Comelec's announcement starting at the early hours of Tuesday, May 13.
Pasig
Incumbent mayor Vico Sotto is about to serve his third and final term.
He was proclaimed the official winner past 6 a.m.
According to 81.31% of election returns as of 7:31 a.m., Sotto got 286,897 votes in a landslide victory. His rival, entrepreneur and first-time voter Sarah Discaya, got 24,163 votes.
Sotto's running mate, incumbent vice mayor Dodot Jaworski, keeps his post with 237,117 votes. Discaya's running mate, Iyo Caruncho Bernando, who previously challenged Sotto in 2022, got 58,841 votes.
Las Piñas
Vice Mayor April Aguilar has been proclaimed as the city's new mayor.
Aguilar was declared the official winner at around 3 a.m.
Based on 80.5% of election returns as of 7:31 a.m., Aguilar got 89,724 votes, while her cousin Carlo Aguilar got 61,274 votes.
Their mother, Imelda Aguilar, won vice mayor with 94,427 votes. Her closest rival was Louie Bustamante, with 51,314 votes.
Malabon
Jeannie Sandoval is serving her second term as mayor.
Sandoval has been officially proclaimed as the local chief executive past 6 a.m.
According to 77.42% election returns as of 7:31 a.m., she got 92,621 votes, enough to beat her lone challenger Jaye Noel-Lacson, who got 50,409 votes.
Edward Nolasco will serve as vice mayor after getting 56,515 votes. Candidates Angelika Dela Cruz and Jap Garcia got 42,207 and 29,252 votes, respectively.
Valenzuela
Wes Gatchalian is set to continue his term as mayor after running unopposed.
He was proclaimed the official winner past 4 a.m.
Based on 73.58% of election returns as of 7:31 a.m., Gatchalian got 218,612 votes.
Marlon Alejandrino won as vice mayor with 180,944 votes, a commanding lead against lone rival Gilbert Gamas who got 40,246 votes.
San Juan
Incumbent mayor Francis Zamora is about to serve his third and final term following a commanding lead.
Zamora was proclaimed the official winner past 5 a.m. According to 75% of election returns as of 7:31 a.m., Zamora got 43,894 votes, overwhelming his lone rival, Philip Cezar, who got 6,309 votes.
Incumbent vice mayor AAA Agcaoili is reelected in his second term with 36,911 votes. Lone candidate Candy Crisologo got 10,577.
Quezon City
Incumbent Quezon City Mayor Joy Belmonte is set to serve her third and final term.
The Quezon City Government streamed her proclamation on Facebook at 11:05 a.m.
The City Board of Canvassers said that Belmonte led by a wide margin of 1,040,730 votes.
Her running mate Gian Sotto will continue to serve as vice mayor after earning over 933,000 votes.
Caloocan City
Along Malapitan will serve his second term as mayor in Caloocan city.
He was proclaimed at around 10 a.m. As of 9:02 a.m. with 80.44% of election returns from total clustered precincts processed, Malapitan garnered 266,372 votes, while opponent Antonio Trillanes followed behind with 175,291.
His running mate Karina Teh has also been proclaimed as vice mayor.
Mandaluyong
Incumbent vice mayor Menchie Abalos, the wife of former Interior and Local Government Secretary and senatorial aspirant Benhur Abalos, has been proclaimed as the new mayor of Mandaluyong City.
The unopposed candidate earned 105,551 votes as of 10:54 a.m., while Anthony Suva, also without a rival, garnered 99,219 votes.
Abalos will take over the post from her father-in-law, incumbent mayor Benjamin Abalos Sr.
Anthony Suva, meanwhile, was proclaimed vice mayor.
Muntinlupa
Ruffy Bianzon, who ran unopposed, will serve his second term as Muntinlupa mayor as he was proclaimed at around 4 a.m.
As of 10:54 a.m., Bianzon earned 159,118 votes.
Phanie Teves, an independent candidate, won as vice mayor.
Navotas
Reelectionist John Rey Tiangco will continue to serve as mayor of Navotas as he won unopposed.
According to the City Board of Canvassers, Tiangco won with 120,283 votes.
Tito Sanchez, who also had no rivals, earned 110,981 votes.
Pasay City
Emi Calixto-Rubiano will serve her third term after she was declared the winner of the mayoral race in Pasay City.
As of 10:54 a.m., she has 108,924 votes.
Her nephew Mark Calixto, meanwhile, won as vice mayor with 101,395 votes.
Marikina City
Maan Teodoro, wife of incumbent Marikina mayor Marcy Teodoro, has been declared the new leader in the city.
She defeated Marikina 2nd District Rep. Stella Quimbo in the mayoral race. As of 10:54 a.m., Teodoro earned 114,923 votes, while Quimbo followed with 91,636.
Makati City
Incumbent Senator Nancy Binay is set to take over the Makati City mayoral seat from her sister, Abby Binay.
Binay, daughter of former Vice President Jejomar Binay, was proclaimed at 2 p.m. As of 1:57 p.m., she garnered 112,703 votes, beating out her brother-in-law Luis Campos.
Kid Peña, meanwhile, won as vice mayor.
The Binay family has long ruled over Makati since 1988. Peña ended their streak in 2015 when he took over after Junjun Binay's suspension and later disqualification from office. Peña lost to Abby in the 2016 elections.
Taguig
Lani Cayetano will serve her second term as mayor of Taguig City.
She was proclaimed the winner of the mayoral race after earning 410,706 votes, according to the City Board of Canvassers.
Her running mate Arvin Ian is also set to become vice mayor.
Pateros
Gerald German is set to become the new mayor of Pateros.
According to a DZBB report, German and reelected vice mayor Carlo Santos were proclaimed at 11 p.m. on May 12.
German got 16,459 votes, while Santos received 15,678 votes.
Parañaque City
Edwin Olivarez has been proclaimed the new mayor. He will take over the seat from his brother Eric Olivarez.
As of 5:00 p.m., Olivarez garnered 141,380 votes, while his closest rival, Drew Uy, followed with 63,033.
Benjo Bernabe, meanwhile, is set to take the vice mayor post.
Manila
Isko Moreno Domagoso is set to return as mayor of Manila.
The celebrity-turned-politician won in a landslide against incumbent mayor Honey Lacuna. He earned 529,507 votes as of May 14, 11:51 a.m., while Lacuna trailed with 190,315.
His running mate Chi Atienza, daughter of former Manila mayor Lito Atienza, won in the vice mayor race.
They were proclaimed at around 9 p.m.
