LIST: Senate, House of Representative members of the bicam panel on the 2026 national budget
The Senate and House of Representatives have assigned lawmakers to form the bicameral conference committee for the proposed 2026 national budget, which will start on Dec. 12.
Eyes are all on this iteration of the bicam committee as the country's flood control scandal that allegedly involved numerous contractors, lawmakers, and even the President, stemmed from budget insertions approved in this legislative exercise.

Livestreaming
A bicameral conference committee is called to reconcile conflicting provisions between bills of the Senate and the House. It then submits the report on the bill's reconciled version, duly approved by both chambers.
The panel is tasked to align differences in the Senate and House versions of the P6.793 trillion 2026 budget.
The House approved its version of the 2026 budget in October, scrapping P35 million in unprogrammed appropriations intended for infrastructure programs. Meanwhile, the Senate greenlit its iteration on Dec. 9, trimming down the unprogrammed funds from P243.22 billion to P174.55 billion.
Senate President Tito Sotto told reporters on Dec. 9 that the bicam committee will proceed from Dec. 12 to 14 and will be livestreamed online, as earlier agreed upon by President Ferdinand Marcos Jr. and House Speaker Bojie Dy.
Sotto noted that this is the first time that the conference would not have weekend breaks, as both chambers intend to ratify the enrolled bill instead of the bicam report summary, requiring printing time and verification.
