Heads up, travelers: CAAP is implementing airport fee hikes

Published Apr 22, 2025 5:49 pm

The Civil Aviation Authority of the Philippines has announced an increase in passenger service charge rates for flight tickets bought on April 21 and onwards.

In its April 14 memorandum, the agency said that all CAAP-operated airports will now follow adjusted PSC rates in conjunction with the revised Airport Concession Fees and Charges.

The adjusted rates came after inflation and rising operational costs, per the agency.

“This long-overdue update allows CAAP to continue operating airports efficiently, safely, and in line with International Civil Aviation Organization (ICAO) standards,” it said on April 22.

CAAP said that the updated rates are applicable based on the passenger’s airport of departure.

Travelers will need to pay P900 from the previous P784 rate for international departures, inclusive of tax. Meanwhile, domestic departures are now at P350 for those traveling from international airports, P300 from Principal Class 1 Airports, P200 from Principal Class 2 Airports, and P100 at community airports.

The new rates will only take effect on tickets bought on April 21 and onwards. CAAP said tickets bought before the effective date will pay the previous PSC rates, regardless of the scheduled travel date. No additional charges will be applied.

Meanwhile, children younger than 2 years old at the time of their departure, overseas Filipino workers traveling abroad, transit passengers, and those who are denied entry are exempted from the PSC fees.

Per CAAP, the revenue from the adjusted PSC will be used for “upgrading facilities, expanding capacity, & streamlining operations—especially at regional airports that play a major role in tourism and economic development.”

It noted that while some airports may be “functioning outside of their original classification,” the PSC will be imposed according to its assigned classifications.

The classifications of CAAP-operated airports are as follows:
