Comelec to proclaim Gabriela as 64th winning party-list for 20th Congress

The Commission on Elections will proclaim Gabriela party-list's first nominee, Sarah Elago, as the 64th winning party-list representative in the May 2025 election.

In an interview with DZMM Teleradyo, Comelec Chairman George Erwin Garcia stated the poll body proclaimed 63 party-lists during the recent elections. However, Comelec en banc decided that there should be 64 party-list representations in the Congress. 

"Ang 63 po, 19.8% lamang, samantalang nakalagay sa ating Saligang Batas na dapat 20% ng composition [ng party-list members sa] mismong House of Representatives," he said.

The Comelec chairman said that the 64th party-list is Gabriela, with one seat in Congress.

“Ang ipro-proklama ng Comelec ay ang dating congresswoman, representative [Sarah] Elago, siya po ang number one nominee ng naturang Gabriela Partylist… Mas maganda po na sinasabi natin upang mawala na ‘yung agam-agam,” Garcia said.

He also added that Gabriela's proclamation isn't related to Comelec's decision to cancel the registration of the Duterte Youth party-list, which was among the top three party-lists in the recent elections.

In the recently concluded election, Gabriela ranked 55th in the party-list race in Eleksyon 2025 after Philreca. 

'Tuloy ang laban' 

Following Gabriela's loss in May, the group's first nominee, Sarah Elago, vowed that the party-list would continue to advocate for women's rights despite not having a seat in Congress. 

"Hindi man tayo iproklama, tuloy ang pangangalampag ng Gabriela Women’s Party para sa mga panukalang batas na tunay na maka-kababaihan at maka-mahirap," she wrote at the time.

Founded in 1984, Gabriela launched its party-list in 2003 and joined the elections in 2004, where it secured over 400,000 votes and elected Liza Maza as its first representative. 

The party-list's performance continued to be strong, winning two seats in the 2007, 2010, 2013, and 2016 elections. Its peak performance was in 2016, when it garnered 4.22% of the total party-list votes.

Meanwhile, Last May 19, Comelec proclaimed the winners at Manila Hotel Tent City, where 52 out of 54 party-lists have won seats for the 20th Congress.

Akbayan and Tingog party-lists successfully won three seats, garnering 2,779,621 votes and 1,822,708 votes, respectively. 

Two seats each, on the other hand, were allocated for 4PS, ACT-CIS, and Ako Bicol party-lists. Here are the other party-lists that have won one Congress seat each
