How to report election fraud, irregularities
With the midterm elections underway, everyone is once again encouraged to be vigilant against any signs of election fraud to uphold the integrity of the polls.
While government agencies and watchdog groups are tasked with monitoring elections, the public plays a vital role in identifying and reporting irregularities such as vote buying, harassment, flying voters, and ballot tampering on the ground.
If you need to report an election problem, here's how:
COMELEC
Aside from the poll body's email (info@comelec.gov.ph) and website for general inquiries, there are specific departments where you can report if you spot some election anomalies. One is COMELEC's Kontra Bigay Committee, which monitors and acts on vote-buying and selling reports.
Reports can be submitted via email (committee.kontrabigay@comelec.gov.ph), by texting 09952993725 (Globe) or 09219545992 (Smart), by calling the hotline at 1-800-1-VOTE (8683), or through their Facebook page.
Meanwhile, the Task Force KKK sa Halalan monitors digital and AI-related election offenses, including fake or unregistered campaign pages, AI-generated content with no source, or deepfakes.

LENTE
The Legal Network for Truthful Elections, or LENTE, launched on March 23, 2007, aims to ensure "truthful elections and meaningful electoral participation for the good of the Filipino people."
Reports of election anomalies can be made by narrating the incident and submitting it via phone at 09202660944 or 09171066265, or by email to accountabilitylab@lente.org.ph.
Additionally, reports with supporting documentation, including the reporter's name, contact number, email address, and location, may be submitted through their website.
Kontra Daya
Kontra Daya is a group of organizations and individuals—including religious groups and artists, lawyers, IT professionals, teachers, government workers, and everyday citizens—determined to combat election fraud and undemocratic practices.
You can report the incident via text, call, their online form, or through social media.
To report via text message, you must first register on their system by sending "HELP" to 09481468304.
Once registered, you can send your report using the following format: REPORT (space) Name/Location/Precinct ID/Your report to the same number. For example, REPORT Juan/Mandaluyong City/Precinct 123/Buying votes by politician X.
Another option is to complete this form. It will ask you to provide details such as time, date, location, and type of incident.

VoteReportPH
Established in 2010, VoteReportPH began as a "grassroots-based electoral campaign" led by the Computer Professionals' Union during the Philippines' first nationwide automated election. Its mission is to educate, unite, and empower Filipinos to advocate for significant electoral reforms through the use of emerging digital media technologies.
Through VoteReportPH, you can report election anomalies via text, email, social media postings, or filing a form on their website.
Like Kontra Daya, register first on their system by sending "HELP" to 09481468304.
Once registered, you can send your report using the following format: REPORT (space) Name/Location/Precinct ID/Your report to the same number. For example, REPORT Juan/Mandaluyong City/Precinct 123/Buying votes by politician X.
At the same time, you can also send your report via email at votereportph@cp-union.com, providing details such as time, date, location, and the narrative of the report.
For social media posting, you also need to provide the same details alongside the hashtags #VoteReportPH and #KontraDaya.
Lastly, users can also send their reports through votereportph.org/report. Make sure to include the full incident details. You can also attach any photo, video, screenshot, or document to support the incident report.
Cordillera Human Rights Alliance
The Cordillera Human Rights Alliance is dedicated to ensuring a fair and safe democratic process by reporting any signs of electoral fraud, violence, or irregularities, with updates frequently posted on its Facebook page.
