Not guilty plea entered for Bong Revilla in malversation case linked to 'ghost' flood control project

A not guilty plea was entered for former senator Bong Revilla by the Sandiganbayan after he refused to enter a plea to the malversation raps filed against him in connection with the flood control mess.

The Philippine STAR reported that the development came during his arraignment on Monday, Feb. 16.

According to GMA News, his co-accused—former DPWH Bulacan First District Engineering Office finance section chief Juanito Mendoza—pleaded not guilty.

The court likewise entered a not guilty plea for Revilla last week in graft raps also linked to the flood control scandal.

On Jan. 16, the Office of the Ombudsman filed malversation and graft charges against Revilla and former DPWH engineers over a P92.8 million alleged ghost project in Pandi, Bulacan.

Other co-accused include DPWH Bulacan district engineer Brice Hernandez, engineers Jaypee Mendoza, Arjay Domasig, Emelita Juat, and personnel Juanito Mendoza and Christina Pineda. Arrest warrants and hold departure orders were issued against them.

Revilla surrendered to authorities on Jan. 19.

The former senator was tagged by former DPWH undersecretary Roberto Bernardo as among those who allegedly received kickbacks from flood control projects in September 2025. He has repeatedly denied his involvement.

This is Revilla’s second case linked to corruption claims, more than a decade after he was tagged in the 2013 pork barrel scam case. In 2018, the Sandiganbayan acquitted him of plunder.
