The married couple allegedly involved in the dumping of pet remains in Bulacan have surrendered to the National Bureau of Investigation, announced NBI Director Melvin Matibag on Thursday, Nov. 5.

In a press conference, Matibag said the NBI will be filing charges against the suspects as the investigation progresses.

"Nakuha kaagad natin 'yung person responsible doon sa pagbabaon nu'ng mga pets na supposed to be na-cremate," Matibag said.

"Dalawa 'yung individual natin na subject ngayon, which is under our custody. Voluntarily na pumunta dito sa atin at nakuhanan natin 'yung story kung paano ito nangyari, and we will be filing the necessary charges dito sa mga individuals na ito," he continued.

According to Matibag, the couple, who is supposedly connected to a pet crematorium in San Jose Del Monte, Bulacan, received pet remains from Ahjay Paws Aftercare Pet Crematorium in Bacoor, Cavite, as the latter allegedly did not have enough facilities for cremation.

The couple said the agreement was that they would return the pets' ashes to the Bacoor crematorium afterwards.

"Ang findings na natin dito, Ahjay Paws Aftercare Pet Crematorium, wala siyang facility, wala siyang equipment to do the cremation. So pinadala niya doon," Matibag said.

"Malaki 'yung volume ng dumating. So ang ginawa nila, nilibing nila," he continued.

Lacking ashes for the pet remains entrusted to them, Ahjay Paws Aftercare Pet Crematorium supposedly came up with replacement ashes. According to Matibag, citing the couple's testimony, no cremations took place.

Charges being filed

On Oct. 30, animal rescue service Luna and Furry Siblings reported its discovery of 26 remains of pet dogs and cats, wrapped in plastic bags, dumped in a vacant lot in San Jose del Monte, Bulacan. The remains were supposedly entrusted to Ahjay Paws Aftercare Pet Crematorium for cremation.

As of Wednesday, Nov. 4, Ahjay, which has since been shut down, was facing 250 complaints from pet owners.

According to Matibag, the NBI is looking at estafa charges against the establishments, citing the lack of proper cremation facilities. The Bureau is also considering violations of the Consumer Protection Act, as well as possible violations of health and sanitation standards, which may have been committed when the pet remains were transported from Bacoor to three dumpsites in Bulacan.

Agents are also investigating how the Bacoor pet crematorium was able to stay open for years without the proper crematory facilities.

The NBI will initially file six cases based on the first six complainants who came forward. It has also requested an Immigration Lookout Bulletin Order against individuals who may be involved in the case.
