Meralco PowerGen Corporation, through Terra Solar Philippines, Inc., is building the world's largest integrated solar and battery energy storage system. With a scale of 3,500 MWp solar capacity and 4,500 MWh of battery energy storage, it is designed to support the country’s growing energy needs while working closely with the communities that host the project.

As the project progresses, MTerra Solar continues to strengthen its commitment to its host communities by implementing corporate social responsibility programs that respond to local needs and priorities.

At the forefront of these efforts are MTerra Solar’s flagship programs—each designed to deliver meaningful impact in the areas of skills development, livelihood, road safety, traffic management, public lighting, and emergency response.

Through TERRAnsform, MTerra Solar trained and graduated 603 locals in skills relevant to renewable energy construction and operations. Of these graduates, 75% have already been hired for roles supporting the project’s construction needs.

BrighTER helped improve road visibility and public safety in host communities by installing solar-powered streetlights. To date, MTerra Solar has installed 260 streetlights in strategic locations across the project’s host communities.

The CarTER program created livelihood opportunities for local vendors by providing rent-free marketplace spaces within the site. The program has supported 35 local vendors selling goods and services to over 9,000 project workers at its peak.

SpotTER strengthened local traffic management by training and equipping community traffic marshals. Under the program, 214 traffic marshals were trained and provided with personal protective equipment, and 17 marshal posts were installed in key areas.

Through GallanTER, MTerra Solar turned over a fire truck and built a fire substation in Gapan City to help improve emergency response in its host communities. By placing emergency support closer to nearby barangays, the program helped reduce the distance responders travel during fires and other emergencies.

Together, these programs reflect MTerra Solar’s commitment to responsible project implementation—ensuring that communities hosting the project also benefit through jobs, livelihood opportunities, safer roads, improved public safety, and stronger emergency preparedness.
