The September 2021 Ulat ng Bayan national survey from Pulse Asia has found that fewer Filipinos are approving of the Duterte administration's handling of the country's top urgent concerns.

Conducted through face-to-face interviews with 2,400 representative adults from September 6 to 11, 2021, the survey first differentiated the concerns of Filipinos into two categories: personal and national.

In the urgent personal concern category, the results are as follows:

Amid the COVID-19 pandemic, to stay healthy, have a secure job, and have the privilege to eat every day remain the topmost personal concerns.

Meanwhile, the top urgent national concerns include the threat of inflation, increasing workers' pay, COVID-19 handling, and poverty control, among others.

While the administration "enjoys majority approval ratings for its handling of nine (9) issues" out of the 14 specified, Pulse Asia found that Filipinos are most critical in the government's work in inflation control (36%) and tackling poverty (32%).

With these issues in mind, the survey also found that more Filipinos are now critical of the Duterte administration's efforts in addressing national concerns when compared to the previous Ulat Bayan survey held in June of 2021.

From June 2021 to September 2021, an approval rating decline was seen with the following areas:

  • Fighting graft and corruption (-12)
  • Equal enforcement of the law (-7)
  • Protecting the welfare of overseas Filipino workers (-7)
  • Promoting peace (-6)
  • Controlling the spread of the COVID-19 pandemic (-6)
  • Increasing workers’ pay (-6)
  • Controlling inflation (-6)
  • Fighting criminality (-5)
  • Creating more jobs (-5)
  • Environmental destruction (-5)

"Year-on-year, levels of appreciation for the Duterte administration’s performance on all national issues on which its performance is assessed in the Ulat ng Bayan survey decline significantly," the Pulse Asia survey reads.
