Dr. Carmencita Padilla is a professor and chancellor of the University of the Philippines Manila. She is founding director of the Institute of Human Genetics and Newborn Screening Reference Center, component units of the National Institutes of Health, UP Manila; and past director of the Philippine Genome Center, UP System. For her contributions, she has been elected Academician of the National Academy of Science and Technology.
