NCAP to be reimplemented in Metro Manila starting Oct. 5

Starting Monday, Oct. 5, several Metro Manila cities will reimplement the No Contact Apprehension Policy.

Local government units, including Manila, Valenzuela, Quezon City, Parañaque, San Juan, and Muntinlupa, have announced the renewed implementation of the traffic enforcement system, which allows authorities to record violations through cameras and other technology without requiring traffic enforcers to stop motorists on the road.

The LGUs said motorists will be able to check their violations and settle fines through available online channels.

The reimplementation will follow the Metro Manila Traffic Code of 2023, which provides a common framework for traffic rules, penalties, and procedures among participating local government units. 

Under NCAP, cameras log traffic violations for authority review before issuing a Notice of Violation, which motorists can contest through their respective LGU portals.

Motorists can also check NCAP violations through MMDA's MayHuliKa portal, while NCAP-related services are available through the eGovPH app. The MMDA previously announced an additional search feature for the MayHuliKa portal to make it easier for motorists to find violation records.

The specific roads and locations covered by the renewed implementation may vary by participating LGU. Current reports have not provided a complete list of all roads that will be monitored.
